So I’m continuing my STORY about my interview with Elliott at the Salvation Army on Gilmore Rd in Fort Erie Ontario Canada.
I wanted to find out if we can implement the LEAP program into my low cost income housing/ utility plan.

Where the government pays all low income families utility bills and they only pay their rent. The utilities stay under the landlord’s name, and they submit the bill to be paid by the government – this will reduce the 8 year wait list for affordable housing in the Niagara Region Ontario Canada.

LEAP Paperwork for CNP Hydro is only processed March to April – Once a year. And it’s limited FUNDS so first come first served. (Not a great plan!)

next is the NEFF Niagara Emergency Energy Fund.

Again the governments can utilize the workers, and computer programs already set in place to process a FULL utility bill each month instead of only for arrears or disconnections.
